When does the law take effect?

From 04 May 2009, Immigration Advisors in New Zealand must have a license. Offshore Advisors giving advice on New Zealand immigration matters must be licensed by 04 May 2010. Licenses can only be held by individuals, not organisations, they cannot be transferred to anyone, and they must be annually renewed.
