Can I get a work visa without having a job offer?

Most of the work visa categories require an offer of employment from a New Zealand employer first. The only exception is if you meet the requirement for one of open work visa categories. If you want to be self-employed in New Zealand, you need to apply for a Long Term Business Visa, rather than a work visa.
